NEW DELHI: Delhi Commission for Women (DCW) chairperson Swati Maliwal has urged Home Minister Rajnath Singh to devise a mechanism which will ensure death penalty to child rapists within six months.
Maliwal and other DCW activists staged a dharna outside the Union Home Minsiter's residence on Tuesday after it was reported that an one-and-a half-year-old girl child was brutally raped at her residence in Shahpur Jat in South Delhi.

The DCW chief, who had been campaigning for death sentence to child rapists for the past week, said she was "devastated" when she heard of the incident.

"1.5 year old girl raped on Children's day which was supposed to be last day of my Satyagraha. I am speechless, devastated. The system failed to move despite my efforts," Maliwal said in a tweet on Tuesday.

Maliwal said she has petitioned to the Union home minister, Delhi chief minister, lieutenant governor and police commissioner to hold a meeting before Children's Day to prepare a plan for the same. In fact, the DCW has been requesting the Centre to set up a high-level committee on the issue for the last two years. In light of the minor girl's rape, Maliwal lashed out at the government for its inaction and demanded that the home minister visit the victim to understand the pain she went through.

After visiting the victim in the hospital, Maliwal said a judicial system which awards capital punishment to sexual predators within six months of the crime would engender fear and discourage others from committing such heinous acts.

She also slammed the Delhi Police for dispersing their peaceful protest in front of the home minister's residence, and said the force should instead concentrate its efforts towards women's safety.

TOI had reported that the one-and-a half-year-old child was sexually assaulted by the 21-year-old caretaker of the building in which she lived. The accused and an accomplice have been arrested by the police. The girl was admitted to Safdarjung Hospital and is out of danger now.
